I agree with that but that is not the direction the US is taking right now. Countries need the vaccine will not be getting it ahead of the boosters being given out.

Not sure I get "elitist". There are certain things that raise the risk. Insurance doesn't like risk. Thus having to disclose if you smoke and pay a premium on your insurance. And thus getting a health exam for life insurance.
