The only two who came across to me as being "presidential" were Christie and Bush. The others seemed either not ready, not qualified, crazy, or some combination of the three.
I don't find Bush presidential at all. He's a boring nerd IMO. He comes off as kind of weak or meek I think, just in his mannerisms, which isn't a good look for a president.

We will never get rid of the IRS. The IRS collects the taxes that we need to function. It doesn't make tax law....that's Congress. Any time a politician says that I cringe.
Can we get rid of Congress? Repeal and replace.
I've often thought we need to find a way to have a congress that really works the way it is supposed to- for the people, not for the 1% who get what they want buy buying favors.
The other change I would make (and will never happen) would be to reduce the power of the president. His or her main job should be to present the ideas that congress puts forth and just look good as a representative of who we are. I've never understood giving so much power to one person. A country is not a sports team.

3 things could help this country get back on track. 1) campaign finance. Candidates can only spend $2 million (or whatever number) per election. If you blow it all during the primaries, oh well.
2) term limits for EVERYONE. Being in Congress shouldn't be a full time job. Having the president serving one 6 year term would allow him/her to serve and not worry about reelection and lame duck status.
3)eliminate the party system. Candidates run based on their own beliefs and raise their own money.

Our governments should not be owned by the wealthy the way they are, and the only thing thst could stop that is regulation. I have always pictured a YouTube style government website that provides a platform for candidates that avoids the trappings of paying for commercial advertising. Strict limits on campaign spending with reasonable exemptions for traveling. I would love to see more beatin feet the old fashioned way and less attack ads on TV.
