They're not praying, and when they were praying he wasn't doing that either, same as the singing. Every single person around him either is saluting or has their hand over their heart (depending on their veteran status). It's in respect for the moving of the former President's casket. I think it has something to do with the perception that a college education is essentially a meal ticket. As in, you didn't earn your way, it was given to you for a price.
