So I will post again, hoping for an answer from the OP. In what circumstances would someone unable to handle their own business affairs be able to responsibly carry a firearm? I'm really asking without my mind made up. Is there any situation you would deem this to be safe?

that would depend on the person, but really anybody with all those problems that obama identified already have been blocked from gun ownership, it just pissed me of that he would use SS as a baseis to restrict gun ownership on anybody. but to answer your question I believe anybody with violent mental issues should not own a gun but the only way to find that problem is to do a medical or criminal background check.......not target people bassed on the source of thier legal income.

I personally DO advocate for that. I don't think it's too much to ask that ANYONE applying for a gun permit/buying a gun must undergo some kind of test to determine if they are minimally mentally fit to own a gun. Such tests wouldn't be infallible, obviously, but they could at least weed out the real nutzos. Of course, doing this would require building a real infrastructure. It's not like someone could just snap some fingers and voila, there is a way to administer tests of mental stability to everyone who wants a gun.
Anyway, I see absolutely no problem with gun owners having to jump through hoops to own guns. If they think it's so important that they have them, then they should be willing to get through the red tape. There is shit loads of red tape to get a LOT of shit done, so why not for gun ownership??

That said, since that kind of system isn't the case, I think using flags like people (old and young alike) collecting government benefits through someone else because they're incapable is a perfectly reasonable place to start.

Though some may not agree with GF he's pretty cool and generally rolls with the punches. Though I'm big opponent of lifetime bans can see how some kept pushing when asked to chill. So comes down to all the reasons a person may need assistance with SS benefits. Not sure there's a defined list. So because of that agree with GF that this may not be the best way to weed out incapable irresponsible gun owners.

Now in my utopia all guns would be made illegal. Govt pay fair value maybe little extra and then caught carrying felony with minimum. Oh how deaths would go down.

no guns = less deaths, agreed but I wouls also say gun deaths are less than drug, auto and some other weapon deaths like hammers and knives and the gun has played a key roll in the history of the United States and most every country in the world as far as keeping the peace and freedom from being take naway...but without guns at all in history who knows how the world would be,,maybe more peaceful ? maybe not ? humans seem to have a need to kill to settle disputes (not in general) but signs of killing are found all over the world that date back long before guns, as early as the first known (recorded) humans evidence of killing one another for verious reasons has been found so blamming guns for killing is not the answer for me, we the people are the ultimate killing weapon and it seems to have been that way since we have had to learn to survive and we have become experts at killing even without a gun and that's where the real shame lays, us not our guns.

......politics is merely the decoy of perception Well if the President said PEOPLE ON SOCIAL SECURITY...that's just a perception, just words a politician has blurted out. You know politicians spout out BS everyday that's what they do. The key here to me is not what he says but reading what the proposed bill/law ACTUALLY says. I'd put more credence into what the bill says than what comes out of President's or ANY POLITICIAN'S mouth.
