I grew up right next to a watershed (my parents still live there), and for a time the city decided to make this a thing. People could go in and fill up their water jugs at the spring in the watershed forest for free, and the water was amazing (although so is the water that comes out of the taps). But it turned out there were just to many greedy guts assholes out there for this to really work. Jerks from all over were tromping in there ruining trails, and all these cars along the side of the forest became a big issue, etc etc, so the city decided to put an end to it. Too many assholes, lol. I guess it was just too close to heavily populated areas to work - this was just a metro Vancouver suburb, not out in the boonies at all. Things like this really only work in places where there aren't very many people.
