And of course it works by population, there's no need to have a district that looks like that other than it was done on purpose. Its not always the specific district you are viewing, but what that districts allows to occur elsewhere in the state.
Either way, Ohio redistricted in 2010 which enabled a slightly red state to have a good chance to limit the Democrat seats to 4 out of 16

There are no real cities west of Lorain until you get to Toledo, and south until Columbus.
