Sure... if the system was flush with all the items required to deliver a strong educational program. And sure... if the quality of the food was better than one might find in Unsung's underground bunker.
Pointing to the failings of a school lunch program sure takes the pressure off things like poor parenting, lack of strong social programs, or poor wealth distribution (among many others); however, schools cannot expect to fix the every failing of a society that is need of repair.
The fact that kids are showing up to schools without quality nutrition does not indicate a school system failure. It reveals a societal failure.
The band aid solution people are asking for is in place at the local levels. Just like many other areas of need, schools are doing their best to try and deal with the problems they face with what they have. Is it ideal? No. Of course not.
