There is enough evidence to warrant this especially considering that Lynch met with the Clinton's, coordinated messaging with the White House, and gave immunity deals to possible accomplices.

It doesn't need to be reopened as it was never shut and a Comey/Lynch consultation or lack thereof is irrelevant. The FBI collects evidence and then it is up to the justice department as to whether to press charges. Comey stated that there is evidence of wrong doing but he wasn't sure whether "intent" could be proven. From there it is the Attorney General's decision to move foreard or not. Well I hate to break it to you but the statute of limitations on that decisiom has not expired. The next attorney general still has it within his/her discretion to appoint a special prosecuter to look into it.

Yes and the congressional investiagtion has proved that she lied to congress under oath as her testimony to the FBI differed from her testimony to congress. Congress has referred this matter back to the justice department which has refused to proceed. This can be taken up by the next attorney general through a special prosecutor if he/she chooses.

The DOJ specifically said they would honor the FBI recommendations to avoid the appearance of impropriety.

He made him admit that some of her statements ended up being false. "Lie" is intentional. She felt confident that no classified info had been sent from her emails so she stated that. It ended up that there was some classified info in the emails but they did not feel that she intentionally lied. They felt that she was unaware.
