I considered myself kind of a passive, casual fan of Neil Young. I knew the hits, liked him a bit, and then I caught his set at Farm Aid 2019. WOW! He was phenomenal. My girlfriend said that she wished she had used the restroom earlier during Dave and Tim, or during Cougar's set. She couldn't hold it for Neil's final song, and she didn't want to leave.

I honestly don't think that's the case. I just wanted to encourage people to give Neil a chance. They might be surprised like I was. I would be willing to travel for a Neil/PJ show.
There is no way neil opens for pj, it would be the other way around.
If so, it'd be purely out of respect. Neil isn't near the draw PJ is.
I'd say Neil and Willie are pretty close in terms of stature and at pretty equal points in their career. When Willie has done shows with dmb, he's been the opener.
I saw neil young about 20+ years ago and the arena was sold out, but I'm guessing due to his age... that his target demographic might be aging out, so over time, probably less and less of a draw?

There’s a lot that would make more sense about the two night stands and the very limited run if that were to be the case.
The coheadliner that I think you reference has mentioned working with a couple of friends on a sustainable tour for 7 or 8 months as of Nov 2022 and was looking for summer venues earlier this year.
Perhaps they placed the holds and decided to go forward either way with or without coheadliner and are waiting for a yes/no from possible coheadliner.
