September 25, 1986, mujahideen fighters fired five Stinger missiles at three Soviet MI-14 Hind

Yeah, I think your statement is accurate. Other countries have sent arms, and maybe there are some foreign ops there, but the fighting is being done by Ukrainians. I have not heard of any other forces there. I'm not sure anyone has even taken up Zelensyy's invitation for outsiders to join them in the resistance.
