Did I say anything changed overnight. A precedent was set that allowed many things to change within the legal system of the US immediately. Sure even then people had to get in the streets, go to court etc, but there was now an established legal precedent. This was just signing a spending package, sure it’s the “law” of the land but with how that money is going to be distributed and the potential for complete mishandling at the state and local levels it is not even close to worth celebrating like the civil rights bill was per Jugglers example. Some of us are excited and think it is a big deal to have our roads and bridges finally get repaired. Literally decades overdue. We're also rational people who recognize it takes a while for those things to be completed.
I don’t disagree with the second part you added to your statement. I will be happy as well provided that there is no mismanagement of the funds on the state and local levels. I’m all for everything in the bill provided it gets completed. I dont think being skeptical of government management of trillions of dollars of infrastructure over the course of several years is irrational.
