    It is on the payment section, there are two tabs, one for purchases and one for personal. If you click on the personal tab there should be a 'gift' option :)

    hm, i think the german PayPal works different, couldnt find anything close to be money send as a gift. There were four options to chose. But i found another solution ;) and if my choice was right - even better :D
