All basically the same since its inception, Special Counsel, Independent Counsel and Special Prosecutor. All basically the same except for the "charge," as directed by the AG and the term of appointment, some are open ended and some have a defined length of term, subject to renewal. I believe what was altered after Kenneth Starr, because it went from a land deal investigation, to a billing records investigation, to Vince Foster's death, to Monica, with no end date, they altered the requirements or included a specificity to the charge. POTUS can't appoint or fire but he can pressure/direct his AG to do so, which CYA Barr did by appointing Bull Durham Special Counsel to investigate Putin on the ritz's election interference, in so doing, leaving the door open to Burisma, fruit from the poisonous tree, "spying," and any crimes uncovered as a result (Ukraine, Burisma/Hunter Biden). Although CYA Barr already knows there's nothing there, it makes for political theater like Benghazi. Plausible deniability to hobble a radical, leftist Sleepy Woke Joe Basement Biden Administration.
