It's odd how things happen that make us think he's doing this on Putin's behalf because of the P-tape or because he's broke and in debt to the Russians.
I don't think it's the case though because if it was, one of two things would have to be happening:
1) Several people looking closely would be aware of it and would be part of the treason. And not just on the level of the GOP protecting him, but directly knowledgeable/involved. I'm a cynical guy, but I don't believe this. It's kind of like if the NBA were fixing games: SOMEONE would eventually spill the beans.
2) Trump is doing Putin's bidding all on his own. I am skeptical here because I don't think he can really pull it off by himself given his inability to keep quiet and how often he's surrounded by people . Him secretly on the phone with Putin and nobody's the wiser? I don't buy it.
Then what's the motivation for things like pulling back Haley's sanctions? I suppose it could be that Putin has him by the balls because of one conversation: "I have the P-Tape; don't piss me off." But I can't fathom he is frequently telling Trump what to do.

If I think that it's a meeting that is not going to be fruitful, we're not going to go. If the meeting, when I'm there, is not fruitful, I will respectfully leave the meeting, and we'll continue what we're doing or whatever it is that we'll continue. But something will happen.

I will add that the 232, having to do with aluminum and steel tariffs -- 30 percent, in one case; 25 percent and 10 percent -- that it's got us to the bargaining table with many nations, and, in other cases, they're paying. And it's billions of dollars coming into the coffers of the United States. So they've been, actually, very important.If you look at what we did with solar panels, where we put 30 percent tariffs on, we had 32 companies opened with pretty new plants, because it's a relatively new industry. Of the 32 plants, 30 were closed and 2 were not doing well.
