Any information I can find says that the violent crime rates have been increasing in Great Britain since 1996. I would say that the parents need to take better care of their shit..........We teach kids that it's not safe to drink household cleaners.....maybe people taking the initiative to teach them gun safety and prevent them accessing them would be a good deterent. Other than that I would say that the population of the US is greater than a lot of those countries and so are the methods of taking and keeping records of such incidences.

The question of whether or not slavery was permitted was left to the states, although the founders were kind enough to the slaveholding states to write into Article IV of the Constitution itself that federal judges must enforce those laws by returning fugitive slaves to the states in which they were held.
And you can amend the Bill of Rights the same way you amend any other part of the Constitution. The rules can be found in Article V.
