I won't pretend to know how the laws of PA (or any state) address what to any reasonable person is big-time negligence. That said, as we move towards "rights; not responsibilities" I could see a lot of states moving towards removing any laws that would hold parents responsible for something like this.

If I recall, some folks here were contesting the numbers because some of the incidents happened on school grounds after class hours or on the weekend. Classifying, compiling and keeping statistics on firearms and firearm health impacts is something the NRA vehemently opposes. Its a slippery slope to coming to take your guns away.

To your last part, no, yes, depends. Can you do it? Yes. What kind of gun is it? Are you building a Moissin Nigant or an Ar-15? The AR you can not legally. Those serial numbers mean something once you add a firing pin. hand gun? Absolute no no.
