No it isn’t the only way. There are plenty of productivity monitoring tools available to businesses today. I use Controlio in my company and it works great. And there are plenty of studies that show white collar workers are more productive and work longer hours and less attrition when they don’t have to commute. People also view it as a benefit, which leads to higher job satisfaction.

Right. I have been working from home since 2006. As long as I show up for any scheduled Zoom meetings, I can do my work any time of the day. The whole 8 hours thing is so random. As long as I finish the work I am paid to do it doesn’t matter how many hours I work. Sometimes I have to work 12 hours in a day or put in a few hours on the weekend during really busy times or if a deadline is approaching. Other days (like yesterday) I finished everything I needed to in about 3 hours. My boss knows the hours all even out in some way. When I used to work in an office there were also days when I finished what I needed to do in fewer than 8 hours but I was still stuck there trying to look busy (mostly by playing around on my computer). At this point I don’t ever think I could work in an office again. I am so used to dictating my own schedule.

Production, call center, or those with a queue of work each day are certainly the easiest to manage. But they are also the type of roles with the highest attrition, so there is a counter-balance there.
During the pandemic, most companies were not prepared and did not have activity monitoring software in place to manage the under-performers. That's changed at this point. One of my offices is in a high traffic area of Florida, and (particularly during season) most people have to commute between 45 to 90 minutes to get to the office. Working in a hybrid environment has reduced expected attrition and we are loathe to take the benefit away at this point.
When I was a young manager, one senior leader once told me something that I think is absolutely true. You don't create rules for the 5% of your problems. You create rules for the 95% and manage the 5% up or out. In other words, if you think some part of your workforce abuses the WFH, manage them, don't punish the people following the policy and doing the right thing by pulling everyone back.

my company downsized workspace after the pandemic. But being a quasi-crown corp (technically non-profit but it's mega profit for the government) we are being pressured by our provincial governments, who make up our BOD, to return to work more as our downtown is dying as a result of WFH.

But just depends on the type of job I guess. An insurance adjustor who takes calls and goes through bills from around the country and has to go through X number of files a day, probably doesn't make a difference. Someone who doesn't have a defined amount of work that needs to get done but is just expected to work a full day, might work better in an office. Especially if it requires you to collaborate or check in with other departments.
During the pandemic, most companies were not prepared and did not have activity monitoring software in place to manage the under-performers. That's changed at this point. One of my offices is in a high traffic area of Florida, and (particularly during season) most people have to commute between 45 to 90 minutes to get to the office. Working in a hybrid environment has reduced expected attrition and we are loathe to take the benefit away at this point.
When I was a young manager, one senior leader once told me something that I think is absolutely true. You don't create rules for the 5% of your problems. You create rules for the 95% and manage the 5% up or out. In other words, if you think some part of your workforce abuses the WFH, manage them, don't punish the people following the policy and doing the right thing by pulling everyone back.
