One of the resale sites has state by state law breakdowns. Most of them are very outdated. I don't want to post the link and get in trouble by the mods for linking to a resale site or by thread police, but the info is out there. It's pro free market and pro "Once I buy the right to a ticket I own it and get to decide what I gonna do with it."
