Sounds ridiculous and first I heard of it but wonder if it has to do with people having to get close and yell while talking if the music is too loud?
Yes, that's exactly the reason. Same in BC. The point is that people shouldn't have to shout over music, and don't have an excuse to lower their masks (if wearing masks; depends on if they're eating or drinking I guess). The bars and restaurants aren't supposed to have tvs blaring either.

Someone taped flyers on the most of the windows of shops regarding corona-virus restriction on Main St. recently. I don't have one but it basically said "We don't need government telling us what to do. Don't let them tell you what to do with your business. Don't tell you customers what to do. We are all responsible adults. We can take care of ourselves."
The "you are all responsible adults" part really cracked me up. Yeah, ah huh. Right. That's why everything is going so well with COVID, right?
And then there are these notices from local sheriffs offices:
“The Sacramento County Sheriff’s Office will not be
determining—including entering any home or business—compliance with, or
enforcing compliance of, any health or emergency orders related to
curfews, staying at home, Thanksgiving or other social gatherings inside
or outside the home, maximum occupancy, or mask mandates.”

Yes, I would agree. I also think that they are having higher levels of undetected spread than they are willing to accept and admit, as well.
I think grouping all schools together is pretty hard, cause as was mentioned, ones with more $ and households that aren’t multigenerational or even just smaller are going to be the ones that have a better chance at managing the situation.
