Steve Thomas responded to one of the comments on his Facebook page saying that it'll take a few days to issue all of the refunds. I'm not sure if that speaks to the volume at which they oversold or the logistics of having to reach out to/refund each person.
I wouldn't be surprised if he gets permission to do a second variant of the poster which will be offered to those who are refunded. Those who are disappointed could then be overjoyed at owning the most collectable version.
On a side note if you sell 400 prints on your website at $100. Does the artist get to keep all of the $40,000 minus the printing and eCommerce costs. Presumably they get paid by the band for the artwork in the first place as well. Anyone know how it works?

And then there's always the ugly flipper aspect, which you can never fully police and you know some percentage of the posters are not going to go to homes of people who went to the show and want it for their wall or collection but instead are going to some leech who just wants it to make a quick buck.
most template style websites are not built to handle pj poster sales... and you have to custom build a site from scratch to make sure it's capable of handling things.
