Comparing Iraqi civilian deaths in the 6 years of the Bush Administration to the 6 and 8 years of the Obama Administration, we can see that progress was made:
2003-2008 Bush: 105,934
2009-2014 Obama: 48,341. Add 2015 and 2016 under Obama: 81,007. Still a difference of 24,927.

2009-2012 Obama: $218.1 Billion
