As far as Canada...the concept of "ingrained politeness" was probably sarcasm but it is closer to the mark then you think. Canadians pledged their loyalty to the King and gave up many right for his majesties protection. This difference has defined our cultures. Americans are independent minded people who rely on themselves. Canadians on the other hand have for the most part relied on government to care of them.

I came to the US on a k-1 visa. This is not an easy process, I can tell you. It takes a long time and lots of effort and money and people from "suspicious" areas are weeded out and given a hard time. This process is as tough as it is because of people who want to come to America because of false pretend. They lure a person into marriage and then just up and leave. It is not that easy to stay here legally. The visa process is tough. And it costs money. The fact that they had a baby leads me to think that they might have been "normal" people until they were somehow lured into the radical shit, just like it could have happened to any other bored American teenager who is inclined. I guess what I want to say is that the immigration process is tough already. She seems to have entered two years ago. Much can happen to a person in two years.
