Still hoping to see Pearl Jam at the "Festival d'été de Québec". Those 3 canadian dates (Québec May 9th, Ottawa may 10th, Montréal May 11th) seems more than just a small rumour.

Maybe a run of small theater shows? (1 ticket per person for the whole leg, or whatever logistic rules you want to imagine). Could the PJ25 event be a "festival weekend", like team up with a festival and play the headlining slot all weekend, with appearances on other sets/bands. And then maybe have the festival "themed" towards PJ's 25th?
Would I be disappointed if the PJ25 "event" was just a full tour schedule? i.e. no specific show?

Roo has the 300 mile/60 day policy. So, if Pearl Jam headlines Roo on, say, June 10th then they could feasibly play ATL and Nashville on or before April 11th

how about a residency somewhere? was thinking about this after the survey regarding would you travel to see PJ. Maybe a Billy Joel type thing, one a month for a year somewhere or like every other night at a club spot in Seattle.

There are exceptions to these radius clauses.
Lollapalooza is known for having the strictest radius clause of the Big 4, and they still allow acts to "break the rules". One example that comes to mind is Outkast's headlining set in 2013. They headlined Summerfest, which is well inside the radius, the weekend before Lolla.
If a festival wants an act bad enough, they'll accommodate.
