    I don't think Tillerson is out of his league. He's the one person in Trump's cabinet who is reasonably intelligent. Maybe a little evil, but intelligent nonetheless.

    I think the State Dept is intentionally being cut off at the knees by the administration, and Tillerson is following his marching orders.
