Yeah thankfully they do, it's mostly to weed out any offensive names.

I remember seeing on the news about 'Talula does the hula in Hawaii'! some parents are idiots! Talula on its own is quite pretty but what the hell were they thinking?!?

It's not my government, but yeah, when you submit for a birth certificate they can block names that are swear words or are just ridiculous.
