    Its in a big peak. As the multinationals learn profits are not immediate, investment will scale back.

    Well, paying for it for some people. Finding the time, transportation to get one. Having all the appropriate documents. If you don't have the documents you need to pay to get those. 

    So no need to go to the effort and time and money to change to a new system when the current one works just fine.
