    Presidents can't pardon people held in contempt of Congress. If pardoned individuals refuse to answer questions, congressional committees can hold them in contempt of Congress, a form of civil contempt. When witnesses are held in civil contempt, they can be imprisoned until they agree to testify.

    Manooooch is not going to fare well in federal prison.

    Yes, as its the Congress taking on the executive. The congress goes to court as the plantiff and the executive has to show up and defend the "contempt," or the witness if not being defending by the executive, whether its executive privelege or the witness was in a car accident and is in the hospital for 20 days. Judges take this shit seriously because it messes with the peaceful resolution of conflict and they don't like games, unless its done on the record, legally, or in chambers. Ignoring a court/congressional order to testify pisses them off.

Contempt of court/congress citations are taken very seriously and not to be messed around with as a ploy or tactic and judges typically issue warrants because of the seriousness of the allegation. But they also don’t take kindly to abuse of the allegation or to have it used frivolously. It’s real put up or shut up time.
    So you're saying the DOJ doesn't decide whether to prosecute or not?  
    Yes, as its the Congress taking on the executive. The congress goes to court as the plantiff and the executive has to show up and defend the "contempt," or the witness if not being defending by the executive, whether its executive privelege or the witness was in a car accident and is in the hospital for 20 days. Judges take this shit seriously because it messes with the peaceful resolution of conflict and they don't like games, unless its done on the record, legally, or in chambers. Ignoring a court/congressional order to testify pisses them off.
    I believe that any Federal Prosecutor who would be arguing these cases has to go the Attorney General first to get permission, which could throw a wrench in the works as Barr has proven to be a hack.
