Rasmussen is usually 5 points more generous to Republicans than any other poll, due to their sampling. He definitely got a bump from the state of the union, which is common. It will be stopped by the courts, based on on precedent and the fact that Congress is responsible for appropriating. It really is a violation of the separation clauses. But I don't think he cares if it gets caught up in court or if the wall ever is actually built.
He just needs to look like a fighter... he doesn't believe in a fucking wall, the idea was brought to him before the primaries as a way to separate himself from the others, it got good traction on twitter, and they ran with it
