The term "thug" became racist when people continually started using it to mean "big, scary black man who probably commits crime."
As for SmallestOceans, sure, you won't find the words "black man" in the M-W definition, but what you will find in your exclamation are other words commonly used in context of racial sleights, such as "ghetto" or mentioning rappers names. Rappers who just happen to be black.
So yeah, it's a pretty racist thing to say. Just be aware of that and move on from it.

The word 'boy' can be a very highly charged, and unacceptably racist word when used in certain contexts, but the word 'boy' is not racist.
