Why risk planting WMD's? At the beginning of the Iraq war we didn't need the WMD excuse 70+% of the US citizens were for the war.
It wasn't until the insurgency several months later that the media started asking the appropriate questions.
I'm suspicious of the "official" report of 9/11.

So this administration was smart enough to plan and execute the murder of 3,000 of its own civilians, with the help of a bunch of Islamic fascists sworn to hate us, plan it down to the tiniest detail and keep the whole thing under wraps for seven years ... but too stupid to be able to throw some WMD out in the desert?

There's an old tenet of science that says, in 99.9 percent of circumstances, the most reasonable explanation is usually the correct one.
In this instance, it's that this group of Islamic terrorists who have been threatening to blow up something on U.S. soil -- and EVEN TRIED TO BLOW UP THE WTC BEFORE 9/11 -- actually did what they said they were going to do. I don't know why you won't believe them. It's weird.
In the WMD instance, the most reasonable explanation is the administration figured, "Hell, Saddam has used WMD before. We even GAVE him some back in the 80s. It's a pretty sure-fire bet we'll turn up something to justify this invasion."everybody wants the most they can possibly get

If they had planted WMDs and "found" them, 70 percent of the U.S. citizenry would still be for the war. That's why you risk it. And frankly, what risk? No one would ask questions where that came from.
You go planting WMD's in Iraq then you open a whole 'nother can o worms.
You couldn't plant Nukes...there would just be way too many questions to have to fabricate for that. Where did they come from??? Who would we point the finger at???
Biological weapons???? Way too dangerous to be hauling those around in a Uhaul van in Iraq. Besides "how did they get there?" would be the question on everyone's lips...so then they would have to sneak in some lab and plant it....
Gas???...we knew Saddam had gas anyway ...so that wouldn't be great enough WMD.
So we would really have to come up with a whole bunch of answers to cover up WMD's....besides if we planted WMD's all of a sudden this scares the shit out of everyone.... how effective would the troops be if actual WMD's were discovered???? Would the common citizenry of the US be so gallant to send their children swashbuckling around in a country with dangerous weapons at hand???
Who knows, there may have actually been WMD's and they didn't tell us about them for fear of fear.

Planting WMDs involves a rather large gathering of troops in flat desert.
Not exactly hard to play "spot the US troops" in that situation, when you already know where they "found" them.

American WMDs are marked with color coded bars.
Middle eastern WMDs are marked with arabic letters.
That means we would either have to FAKE the writing on arabic WMDs, or buy them creating a potential paper trail, or plant our OWN WMDs, which would then just give the international community another reason to laugh at us ... because we would be in violation of international law by selling those things to Saddam in the first place.
That is why in "Washington, You're Fired" you see US soldiers filming a bunker in Iraq full of US ORIGIN WMDs (filming, AGAINST orders, by the way) RIGHT BEFORE THEY BLOW THE WHOLE THING UP.
