Nothing is ever and has ever been equal. I think he probably should be a hall of famer. But his average-ish career, combined with 2 SB MVP's makes him such a unique hof candidate that I think a lot of people will be arguing about leading up to his eligibility.
And the counting stats are kind of irrelevant in the NFL because the league is completely different than it was even twenty years ago. Most players in top ten for those kinds of stats have all played within the last decade or two anyway. So he's 7th all time on the career touch down list, but 6th in his era soon to be 9th because Roethlesberger, Rogers and then Ryan will surpass him real soon. 9th among his contemporaries isn't that great when put into perspective.
I think his best chance might be with the Dolphins. They have Josh Rosen. But he got traded from Arizona and then lost his job to Fitzpatrick when they were pretty much out of it.
