I'd have to say Metallica - Death Magnetic, not necessarily because it was the best, but because it was the most surprising. I don't think anyone was expecting it to be such a good album.
Someone mentoined Oracular Spectacular - MGMT. I agree it's a great album but it was released in 2007.
