seems to be no differentiating in who was encountered. or for what reasons? someone in the asylum process already  has interaction for benign reason, such as a witness to a crime , accident or whatever, is by definition an encounter.

If they are encountered they crossed the border illegally. It’s pretty simple. After they are encountered they can claim asylum, sure. There are cards distributed to tell them what to do.

Here’s a question? With the majority of illegals coming from central and South America to escape political persecution, why wouldn’t they stop in Mexico? Why do they run the risk of traveling through danger and drug cartel land to illegally cross into the USA if they are only trying to escape political persecution?
