The clip you posted had Biden hesitate. He did not forget Obama's name.
That's classic stammering. It's a neurological condition.
Watch clips of Biden in one on one interviews with no crowd. His memory is fine. He easily cites facts and figures. He gets excited in front of people and his stammering kicks in more often.0
