I just did a return (the first I've seen) where the rebate was given back to the dealer and they dealer reduces the price of the vehicle rather than the customer waiting until they file their tax return to get the rebate back on their filing.
So in this case Musk's company is getting the money from the gov't and he still holds the vehicles. The VIN is what triggers the credit so he would then have to sell those cars without any rebate incentive but it's still a bit suspect.

Not saying it's illegal but the rebate is obviously for the consumer and to encourage individuals to buy EVs. If Musk comes in and buys all of the vehicles and takes the rebate it's just supplementing his cash flow and also overinflating his sales.
If their program works like the US program then there would be no available rebate on those vehicles unless someone fraudulently changed the VINs.
So Musk (the richest man in the world?) is getting millions from the gov't. Will it benefit him? Maybe, maybe not.
Maybe Musk sees value there in buying a fleet of vehicles to give away to encourage people to vote like his million dollar giveaway in Wisconsin.

All I’m trying to say is, if it’s not illegal, I would expect not just Elon Musk but any prudent business person to try to take advantage of this situation and do the same, if they could float the capitol.
