I am assuming his point is that there are many countries on that list who aren't exactly well known for their great human rights record, so there is no reason to expect that America not be on it for its own crimes against humanity. Of course, that dismisses the fact that the council doesn't exist for perfect nations - it exists to work towards positive change and improvement... so one could argue that those nations that still have probs with human rights belong on it more than anyone.
