Regulations interpret and give directions on complying with the law.
Where a law could have been broken is why the IRS did not follow its regulations. If it was pressure from trump to the treasury to cover up a likely violation of emoluments, that’s where laws may have been broken.

Not really sure why we have any laws if some of the most important ones impacting the most important people are not enforced.IRS regulations are stronger than policy. typically IRS regulations are followed by ordinary citizens, because non compliance leads to bad outcomes for taxpayers . Regulations interpret and give directions on complying with the law.
Where a law could have been broken is why the IRS did not follow its regulations. If it was pressure from trump to the treasury to cover up a likely violation of emoluments, that’s where laws may have been broken.
