    What could go wrong? Department of Homeland Security is under temporary leadership after Kelly moved to Chief of Staff. NOAA is under temporary leadership. The National Hurricane Center is under temporary leadership. Trump's budget requests are aimed at moving DHS money away from FEMA toward construction of the wall.

    Here's something interesting, if you receive and accept an offer for a pardon- you are legally admitting guilt for your crimes. So Arpaio would be admitting that profiling based on race is illegal.
