My guess is that federal law allows the gov't to declare certain emergency measures to take place. However, I would be surprised if federal law allowed him to lift restrictions by the state, without the consent of the governors who are operating under their own statutes. So in other words, he can't require that businesses in VA reopen, if Northam doesn't lift our restrictions.
