I believe you're conflating two different issues. State sponsored terrorism is a different problem than nuclear proliferation. The administration's objective was to stop the enrichment process, which is a far greater danger to the region and the world than terrorist cells. By any measure, until the day the treaty was ripped up, that was successful. The term of the JCPOA was 15 years, so some people said, well that's kicking the can down the road. And it was, but rationally. The hope was to bring them into the first world by virtue of the old line revolutionary guard leaving power in the next 15 years, which they should as they are old. In order to get a deal with someone, you have to give up something. The removal of some sanctions and the return of frozen assets is a small price to pay for lack of uranium enrichment.
