As far as the wall, I think he’ll sign the bill to not shutdown the govt but then declare an emergency anyway to get the money. It will be stopped by the courts, based on on precedent and the fact that Congress is responsible for appropriating. It really is a violation of the separation clauses. But I don't think he cares if it gets caught up in court or if the wall ever is actually built.
