That student has some serious problems, I really feel sorry for that teacher trying to just do her work. Mobiles should be left at the entrance of the classroom. For the safety of the teachers they shouldn't have to be the only adult in the classroom.
I think there is a lesson to be learned in this, namely that humans are fell beasts with corrupted hearts and they should not be trusted lightly or taken for granted. Have seen a meme over on adbook that showed a novel idea. The teacher had set up this board at the front of the class with pouches or pockets attached that corresponded with the seating arrangement. In order to be considered as present your cell phone must be in the pouch that corresponded with your assigned seat.
In my view thats not unreasonable and is very creative.

Sounds like a smart solution, when I went to school no one had any cellphones, this is kind of a new problem that requires new thinking like you described.
