I don't know if it's collusion or just only a few teams can even consider guys like Machado and Harper. It's not good for the game when only about 5 teams have a chance at signing stars. Heck even the Yankees are looking to be fiscally responsible these days because they don't want to go too far over the luxury tax. There needs to be a salary cap and salary floor so the finances are spread out more evenly amongst teams. It will most likely never happen in baseball though.
I think there's room for improvements; haven't totally fleshed out this idea but maybe you have some kind of deadline for "preliminary" offers, possibly only for "qualified" players or "Type A or B" like they used to be labeled.
