It's RSD only. No pre-order, unfortunately.
Copying and pasting some info on it.....
Jason Isbell And The 400 Unit – Live From Welcome To 1979 [12”] (limited, indie-retail exclusive) 12″
Isbell just announced that he and his band, The 400 Unit, will be releasing a vinyl-only covers EP for Record Store Day in April. The EP is called Live from Welcome to 1979 and was reportedly recorded live and “directly onto lacquer” at Nashville’s Welcome to 1979 studio.
An official track order for the EP has not yet been announced, but confirmed tracks include “Can’t You Hear Me Knocking” and “Sway” (both originally performed by The Rolling Stones), John Prine’s “Storm Windows,” Candi Staton’s “Heart on a String,” Bruce Springsteen’s “Atlantic City,” and Drive-By Truckers’ “Never Gonna Change.”
Isbell fans will be familiar with his takes on several of these songs. “Never Gonna Change” is actually an Isbell original, written and recorded while he was a member of Drive-By Truckers. He performs the song regularly as part of his live sets. A cover of “Heart on a String,” meanwhile, appeared on Isbell’s 2011 record Here We Rest, while Isbell and Ryan Adams teamed up for a take on “Sway” last summer at the Outside Lands festival in San Francisco.

So basically, some stores will get it and others will not? It's all about luck?

saw him in vegas 2 weeks ago. great, as always, but the only new song he played was the single. and no covers.
sounds like the rsd ep will be 4000 copies, which should be more than enough. if your store strikes out just wait a week before buying it on ebay and you'll probably get it for less than retail.
We had a great time in the city and at the show. They only played the new single from the new album, but the band was on fire all night.
