I don't know how you 'force' anyone other than BP to fix the problem. Maybe, other oil companies have knowledge and expertise, but don't want to contribute anything unless they get a cut in the well profits.
BP's interest isn't in the beaches, the pelicans or the shrimpers in the gulf... it's the oil. They don't give a shit about fishermen, shrimp boats, tar balls, dead turtles or how much we hate them... they want to spare the well and recover the oil.
