I agree, it is extremely frustrating.
I don't know how you 'force' anyone other than BP to fix the problem. Maybe, other oil companies have knowledge and expertise, but don't want to contribute anything unless they get a cut in the well profits.
BP's interest isn't in the beaches, the pelicans or the shrimpers in the gulf... it's the oil. They don't give a shit about fishermen, shrimp boats, tar balls, dead turtles or how much we hate them... they want to spare the well and recover the oil. Paying the fines and liability is chump change when you consider the vast amounts of money they generate.
