If more than 400,000 people a year are overstaying their Visas then that's a perfect example of people not doing their jobs or that the US really doesn't care at all about that...

As you pointed out, that 400,000 is how many were caught. I think it is safe to say illegal crossings is a bigger problem, especially since that number was 1 million just a decade ago. So the fact it is even close is new within the last few years.
But I will admit I was not aware that the number of visa overstays is as big as it is. Although, the article did say that number dropped by about 80,000 by the following month, so it seems likely that the over-stay problem could be temporary for many of them. I thought it was interesting the culprits for visa overstays are Canada first and Mexico second.
Something I’ve not seen discussed here is illegals who have fake documents.
I live in Dallas. A couple of years ago I worked with a catering company, which had a high percentage of Hispanic workers. I asked one guy his story of coming to the USA. Little opportunity in his country so he paid to get snuck in, then paid “a guy” for fake papers. He now has a SS #, license, he’s good to go. He said most of the companies workers did it that way and the owners pretend not to know that the papers presented for the I-9 are not legitimate.
So, he pays taxes. I don’t recall if I asked him if he files a tax return or not. What struck me was how easy he said it was if you know “a guy” who supplies the papers. He didn’t know where these SS #’s come from.
So, there’s a whole other issue of enforcement that’s lacking, though how would you catch this?
