    All 32 NATO member countries, except the US. Croatia and Montenegro will be attending a summit regarding the creation of an internation security force for Ukraine. Australia, New Zealand, Japan, and South Korea will be joining in remotely. This is French-British initiative, to build a coalition of "able and willing" nations.

    The US was not invited.
