So it’s closer to 9 million that are from south of the border, instead of 11 (and that’s using the low total estimates, some are much higher) compared to a few hundred thousand from Europe. If reducing illegal immigration is the goal, and roughly 40%* of immigrants that are here illegally are a result of expired visas, then it stands to reason there's a significantly disproportionate amount of time spent focused on the southern border; enough to make one think this is less about fixing immigration as it is something else.
