Right or wrong, as a matter of opinion, if a government agency sets forth a factual basis for a determination, it is very difficult for that decision to be overturned in court. US agencies are granted deference and discretion if they have even a shred of a factual basis for their determination. Even if that factual basis is open to different interpretations. If a determination is overturned, the government usually gets a chance to revise their findings. This applies to many agencies. Agency decisions do get overturned if a court finds they acted in a way that is arbitrary and capricious. But that is the exception rather than the rule.
