He knows it helps him in some way so he just kind of let's it hang out there, besides more recently starting to blame it on democrats. He'll lean in to that more and more as the election nears. There will be violence all across the country on election day this year because this asshole has sown the seeds for yet another insurrection attempt. The only legit outcome is his victory. In the first one, he gets up, raises his fist, and says "fight, fight, fight!" Very few people, much less one of the softest whiners known to humankind, react to those situations much differently.
I'm not sure what's happening. But if I were Harris I'd be very vocal about investigating this. "Why has this happened twice? This is bad for him, for me and for everyone running for any office." Treat them as earnest assassination attempts because it's important to do so and/or because you'll be calling their bluff.
It seems like this would be very difficult to orchestrate but these things are riling the base up between what a bad mofo Trump is and how the deranged left is trying to get him.
I'd say:- 50% chance these attempts are as advertised
- 30% chance they're being staged to drum up votes
- 20% chance they're being saved to rile up the base about evil liberals for the civil war in case he loses
